Strikes, refunds and your rights
Where to find the official rules on refunds when a train or flight is cancelled because of a strike.
We do not give legal advice. These are the official sources:
- Flights: EU air passenger rights (Your Europe) and your airline's conditions.
- Trains: EU rail passenger rights (Your Europe), Trenitalia, Italo.
- Local transport: the operator's site (see bus and metro strikes).
What the EU rules say about strikes
- Trains: "strikes by rail company staff are not considered as extraordinary circumstances". If a cancellation would make you more than 60 minutes late you can choose a refund or re-routing, and you may be owed compensation: 25% of the ticket price for a delay of 1 to 2 hours, 50% for 2 hours or more.
- Flights: if your flight is cancelled you can choose a refund or re-routing and get assistance. Compensation (€250, €400 or €600 depending on distance, when you are told less than 14 days before) depends on who strikes: strikes by the airline's own staff are not extraordinary circumstances, strikes outside the airline (for example air traffic control) may be. There are exceptions when you are re-routed close to your original times.
Sources: Your Europe, rail and air passenger rights (checked 10 October 2026). Train companies' own conditions can add to these: Trenitalia pays 25% of the ticket price for delays of 60 to 119 minutes and 50% from 120 minutes, and a 25% bonus on Frecce for delays of 30 to 59 minutes; Italo pays 25% and 50% for the same delay bands.
